MaineHealth Lincoln Hospital Local Board

At their annual meeting on October 24, 2018, the Corporators of MaineHealth gave their approval to a plan to unify our Maine-based local health systems under a single Board of Trustees effective January 1, 2019. Unification puts the strength of the entire MaineHealth system behind our efforts in each and every community to ensure the delivery of integrated, high-quality, well-coordinated care.

A key tenet of the unification plan is maintaining local boards that will oversee the care delivered in our communities and provide local input into decision-making. Local boards are organized as committees of the MaineHealth board and have an important role in our community, participating in quality oversight, oversight of local medical staffs, planning, budgeting and the hiring of key executives, local fundraising initiatives, among other duties.

The following individuals have been elected to the MaineHealth Lincoln Hospital local board:


Jack Fullmer

Jack T. Fulmer, MD, Board Chair

Jack grew up in Ohio and moved to Florida at age 24, where he spent his distinguished career as a General Surgeon at the Mayo Clinic in the Sunshine State. Jack studied at Case Western Reserve University in Oho, where he earned his Doctor of Medicine. He’s a Diplomat of the American Board of Surgery, a Fellow of the American College of Surgeons and a member of the American College of Physician Executive.

Like many, Jack and his wife, Holly, moved to Maine when he retired in 2005 to escape the heat, humidity and overcrowding in Florida. Jack joined the MaineHealth Lincoln Hospital board because it’s a natural way to give back to the community with his background as a physician.

Jack is a Past President of the Boothbay Region Land Trust and currently serves as its Facilities Manager. He is on the Board of Advisors at Bigelow Laboratories. Jack enjoys woodworking in his free time.
 


Bruce Garren

Bruce P. Garren, Vice Chair

Bruce began his career as an Associate at Arnold & Porter, a Washington, D.C. law firm, but spent most of his career in the medical device industry. He most recently was General Counsel for Edwards Lifesciences, headquartered in Irvine, California. Edwards is the global leader in replacement heart valve technology, including the innovative transcatheter aortic heart valve replacement, which is an alternative to open-heart surgery. 

Originally from White Plains, New York, he moved to Maine with his wife and daughter when he retired in 2013 to be closer to his wife’s family. He joined the MaineHealth Lincoln Hospital board to get to know the local health care resources and to be more involved in the community.

Bruce earned his undergraduate degree at Antioch College, NY and his J.D. at Cornell Law School. He also served as the Editor of the Cornell Law Review. Bruce is also a MaineHealth Trustee and Vice-Chair of the Alliance for Aging Research, Washington, D.C. In his spare time, Bruce enjoys fishing and bicycling.


Marva Nesbit

Marva Nesbit, Secretary

Marva came to Maine in 2001 from Alexandria, Virginia because her husband, Ed Daugherty, loved the area. Her career was spent mostly in the nation’s Capital, beginning her work in legislative affairs with a D.C. trade association. She later moved on to the Office of the Secretary for the United States Department of Agriculture. She served in various administrative positions in the Agricultural Research Service of the USDA and retired there as Chief of Staff.

An invitation to join the faculty of National Defense University at Fort McNair in Washington, D.C. led Marva to the work she calls the highlight of her career. She taught Strategic Leadership and Decision-Making to senior military officers and select civilian senior executives as part of their Master’s Degree program. Consulting continued in the areas of leadership training and coaching, scientific research and strategic planning until 2019. Marva now lists her job as being a “full-time volunteer.”

A graduate of Radford College, Marva earned her Master’s Degree at the University of Maryland, College Park. She also studied at the Federal Executive Institute in Charlottesville, Virginia. Academic honors were commonplace for Marva, but she cites being named the Outstanding Senior at Radford College as her favorite academic recognition.

Along with being a part of the MaineHealth Lincoln Hospital local board, Marva is President of the Miles Memorial Hospital League, Vice President of the LCTV Board of Directors and serves on several MaineHealth Lincoln Hospital committees, including the Executive Committee. She hosts a local TV show, Community Conversations. Marva is certified in diamond grading, pearl grading, gem identification, and colored stone identification by the Gemological Institute of America. She donates these talents to the Miles Thrift Shop, where she evaluates and prices jewelry donations.

Marva is active with Girls Night Out, the Women’s Winter Network and the Wiscasset Female Charitable Society. Marva likes to garden, cook, spend time with friends and visit Alexandria as time permits.


Bruce Lutsk

Bruce Lutsk

A native New Yorker who grew up on Long Island, Bruce met his wife, Jane, while they were both involved with the Hurricane Island Outward Bound School. “Retiring to Maine was part of my marriage vows,” he said. Now retired, the couple resides in Newcastle.

Bruce spent two years as a signal corps officer in the Army, spending time in Korea and at the Pentagon. After obtaining a Master’s of Arts in Teaching at Harvard University, Bruce earned a Ph.D. at Duke University. He began his career as a teacher and the Assistant Director of the Teacher Corps program at the University of Hartford. While there, he attended the University of Connecticut School of Law and earned his J.D. degree. Upon graduation, he spent the next 30-plus years at the Hartford Law Firm of Reid and Riege. He retired in 2005.

Bruce is an active volunteer in our community. He’s on the Lincoln Academy Board of Trustees where he chairs the Governance Committee. He also serves on the MaineHealth Finance Committee and is the Co-Chair of the Reunion Committee at Bowdoin College. Previously, he was the President of the Damariscotta River Association and has volunteered for Hurricane Island Outward Bound School, the Miles Memorial Hospital League and Skidompha Library.

In his free time, Bruce likes to hike, read, travel and spend as much time as he can with his wife. The couple has four children (three of which live in Maine) and four grandchildren.


Peter Wood

Peter Wood

An exciting job opportunity brought Peter to Maine in 1995, when he became the Executive Director of the MaineHealth Maine Medical Center physician-hospital organization. Peter’s health care management experience spanned 40 years. After serving in the Medical Services Corps in the Army, Peter earned his MBA at Cornell University and was the Executive Director of a 180-bed hospital in the Finger Lakes Region of New York. In addition he ran health services for the Rochester Institute of Technology and was Vice President of a multi-hospital organization, managing the Hospital Experimental Payment Program. He was the VP of Claims Operations and later, the VP for Blue Choice while at Blue Cross/Blue Shield. He retired after 18 years leading the MHMMC PHO in 2013. Peter was selected for the Quality Improvement Leadership Award from Quality Counts in 2013.

Following retirement, Peter helped establish an Accountable Care Organization in southeast Alabama while consulting. He’s also contributed to two books on Health Care management. Peter came to MaineHealth Lincoln Hospital as a member of the Finance Committee, recruited by a longtime colleague, President James Donovan. He currently serves as the Chair of the Schooner Cove Board and is on the Board of the Phase One Cooperative at Highland Green in Topsham, the town where he resides.

Peter and his wife enjoyed warm-water SCUBA diving around the world for 20 years. They are still avid travelers and enjoy spending time with their daughters and their families who live outside of Maine. Reading, walking their dog, Jeb and visiting Mt. Desert Island are also areas of interest.


Les Fossel

Les Fossel

Les came to Maine from Connecticut 40-plus years ago to live in an area that was sophisticated, was not going to suburbanize and had a good stock of older buildings. He’s been a Historic Building Contractor, restoring homes and commercial properties since 1975. He and his wife, Merry, reside in Alna.

A graduate of Lake Forest College in Illinois, Les worked as a health insurance underwriter and later, the Executive Director of an American Heart Association chapter. Today, along with his company, he teaches assessors, appraisers and house inspectors and lectures locally and nationally. Les also served two terms in the Maine State Legislature.

Les spends much of his free time volunteering. He is the Chairman of the Deck House School; Treasurer of the Wiscasset and Quebec Railroad and Maine AllCare; Secretary for the Morris Farm Trust; and a Board member at MaineHealth Lincoln Hospital, the DaPonte String Quartet; the Lincoln County Dental Board; and the ElderCare Network of Lincoln County. Les also serves on the Advisory Board of Maine Preservation.

The Fossels live in an 1810 Cape, complete with three barns and 40 acres of fields. They have four children and five grandchildren.


Denise Soucy

Denise Soucy, MD

A native of Fort Kent, Denise moved to Damariscotta in the summer of 1990 and has stayed in the area ever since. Now residing in Nobleboro, Denise joined Lincoln Family Medicine with Dr. Allan ‘Chip’ Teel in 1990 after completing a family medicine residency at Lancaster General Hospital in Pennsylvania. Previously, she graduated with honors from Williams College and went on to get her MD from the University of Vermont College of Medicine.

Denise joined the Miles Memorial Physician Hospital Organization, Lincoln Medical Group, in 1995 and in 2003, she moved on to Full Circle Family Medicine, where she saw patients until 2016. Over the course of her medical career, Dr. Soucy practiced obstetrics, pediatrics, surgical assisting, hospital medicine, nursing home care and hospice care.

This vast experience gives Denise the opportunity to share multiple perspectives as an independent clinician, patient and caregiver. This is her second stint on the board. She also serves on the Skidompha Public Library Board of Directors.

In her spare time, Denise enjoys hiking, walking, sailing, reading and entertaining friends and family. She values and admires fellow board members for their hard work, dedication and wisdom, especially during these challenging times in health care.


Russell Mack

Russell Mack, MD

Dr. Mack came to Maine from Chicago, Illinois to practice family medicine in 1980. Several years later, he went back to school and retrained as an anesthesiologist, which he began practicing in 1994 at MaineHealth Lincoln Hospital. He retired after 40 years of service in July, but remains on the board.

Dr. Mack served in many leadership roles, including Chief Medical Officer and President of the Medical Staff. He is a longtime resident of Round Pond.

Dr. Mack earned his medical degree at Michigan State University College of Human Medicine and completed his residency at the Medical College of Wisconsin. He was board certified in anesthesiology after a residency at MaineHealth Maine Medical Center. He stopped clinical practice in 2019.

Along with being a member of this board, Dr. Mack has previously served on the Board of Directors at Martin’s Point Health Care as a member and the board chair. He enjoys gardening and reading.


Louis Sell

Louis Sell

Louis worked for 28 years with the U.S. Department of State, including eight years each in Yugoslavia and Russia. He served as U.S. representative to the Joint Consultative Group in Vienna, as Director of the Office of Russian and Eurasian Analysis, Director of the Office of US-Soviet Bilateral Relations, and as Executive Secretary of the U.S. delegation to the Strategic Arms Reduction Talks. From 1995 - 1996 he served as political adviser to Carl Bildt, the first High Representative for Bosnian Peace Implementation. In that capacity he attended the Dayton Peace Conference and participated in the first year of implementation of the Dayton accords. In 2000, he served as Kosovo Director of the International Crisis Group. He also founded the American University in Kosovo in 2003 and served as its first Executive Director.

Louis earned his undergraduate degree from Franklin and Marshall College, and a Master’s Degree from the Johns Hopkins School of Advanced International Studies. He received an honorary Doctorate of Humane Letters from the University of Maine at Farmington. He is the author of two books and numerous articles.

He is an adjunct professor at the University of Maine at Farmington and lives with his family in a 200-year-old house on a farm in Whitefield where he is a member of the volunteer fire department and the Chair of the Economic Development Committee. He is also the Chair of the Academic and Student Affairs Committee of the American University in Kosovo Foundation. He joined the MaineHealth Lincoln Hospital board to contribute to preserving and advancing the care system that is so important to this region.

Louis and his wife, Cathy, live on a 55-acre farm, orchard and woodlot where they produce maple syrup, garden vegetables, apple cider, highbush blueberries and other fruits for their own use and for the local foodbank.


Meagan Hamblett

Meagan G. Hamblett

Meagan has spent most of her career in the YMCA and prides herself as one who embodies the Y mission, core set of values and focus areas of healthy living, youth development and social responsibility.

She served as the CEO of the Central Lincoln County YMCA in Damariscotta, Maine. Under her leadership, the CLC Y has transformed from a small, recreation facility into a vibrant, community center for people of all ages. The Y has engaged the community in partnerships and collaboration for greater health impact as well as sustainability of programs and services.

Meagan was named the Executive Director of the YMCA Alliances of Maine and NH/VT in January 2020. In this role, she consults with 27 YMCAs in the areas of strategic planning and finance, as well as fund development, Board development and governance, shared services, mergers and CEO selection and onboarding.

The East Boothbay resident describes herself as ‘bi-coastal,’ moving from Southern California to Maine to serve as the Director of Development and Community Relations at St. Andrews Hospital in Boothbay. Since then, she’s been a strong supporter of local health care providers.

Along with her work on this board, Meagan volunteers at the Boothbay Region YMCA, North Yarmouth Academy, is a Rotarian and serves as a Leader Mentor in the Women’s Mentoring Program through the Y of the USA. She likes to spend time with family, ski, boat and read in her spare time.

A graduate of the University of Maine at Farmington with a Bachelors degree of Science in Elementary Education and a minor in Linguistics, Meagan believes in the collaboration that has been developed between MaineHealth Lincoln Hospital and the Y, and sees her participation on the board as being important to strategic health care partnerships.


Andrew Russ

Andrew Russ, MD

Dr. Russ came to Damariscotta to practice small-town family medicine. After earning an undergraduate degree in geology at Williams College, he realized that he “enjoyed spending time with people more than rocks." He earned his medical degree at Albert Einstein College of Medicine in New York City, where he was a member of the Honor Medical Society. Dr. Russ grew up in Cape Elizabeth and now calls Damariscotta home.

After completing his residency at MaineHealth Barbara Bush Children’s Hospital and being named a Resident Scholar, Dr. Russ joined the MaineHealth Lincoln Hospital team as a pediatrician. He continues to enjoy spending time with one patient or family at a time and has taken on leadership roles at MaineHealth Lincoln Hospital over the years. He is now serving as the Vice President of Medical Affairs.

Dr. Russ continues to balance his love for seeing patients with his commitment to ensure that MaineHealth Lincoln Hospital provides the best care for our communities now and into the future. He joined the board to gain a broader perspective of the services provided to and demanded by our communities. He is the Medical Staff President and the Vice President of Medical Affairs.

When time allows, Dr. Russ enjoys the outdoors with his wife, Angela and three teenage children. The family enjoys running, mountain biking, skiing, boating, soccer and hiking. They also created unique back yard luge run for some unique winter fun.


Sean O Donnell

Sean O’Donnell, MD

Sean O’Donnell spends his time caring for patients who are in the hospital as a hospitalist physician. He grew up on Boston’s South Shore and became familiar with the northeast while ski racing in the winters. He and his wife convinced themselves to move to Maine and raise a family here.

Dr. O’Donnell started practicing internal medicine before the days of hospitalists, first in Lexington Massachusetts, then here MaineHealth Lincoln Hospital. He became MaineHealth Lincoln Hospital's second hospitalist in 2005 and has spent roughly 10 years providing hospitalist coverage in Massachusetts and New Hampshire while maintaining a full-time job here in Lincoln County.

Dr. O’Donnell completed his undergraduate degree at Bates College and graduated from the Hahnemann University School of Medicine (now Drexel University). He completed an internal medicine residency at the Lahey Clinic and an echocardiography fellowship at MaineHealth Maine Medical Center.

He joined the board to serve his community and to ensure MaineHealth Lincoln Hospital delivers care to the highest standards. In his spare time, Dr. O’Donnell enjoys saltwater fishing, boating, alpine skiing and the outdoors. His wife also runs her own business.


Timothy Fox

Timothy Fox, MD

Dr. Fox joined the MaineHealth Lincoln Hospital emergency department as a staff physician and became the MaineHealth Lincoln Hospital Medical Director in 2012. He took on additional responsibilities as Vice President, Medical Affairs in 2016 and is now MaineHealth Lincoln Hospital’s Chief Medical Officer.

Dr. Fox is a graduate of the State University of New York School at Buffalo’s School of Medicine and the MaineHealth Maine Medical Center Emergency Medicine Residency program. He is board-certified in emergency medicine.


Kelly Elkins

Kelly Elkins

Kelly Elkins joined MaineHealth as Chief Operating Officer in January 2022. She most recently served as a Regional President within Ascension Wisconsin, a member of the Ascension Health system. Throughout her two decades of progressive health care experience, Kelly has overseen enterprise operations for large multi-site health systems, including service line strategic planning, business development, master facilities planning, and physician recruitment.

Kelly oversees MaineHealth’s systemwide facilities and health care delivery operations, including its hospitals, outpatient services, home health services, medical group and community clinics, clinical support services and service lines, and IT planning.

She holds a Master’s of Public Health from Eastern Kentucky University.


Holly Stover

Holly Stover

Holly began her career in the non-profit sector, focusing on at-risk children, youth and families and overseeing residential programs and a homeless shelter. She went on to join the state Department of Behavioral and Developmental Services, now the Department of Health and Human Services, working in program and policy development and statewide partnerships with non-profits.

She retired after 23 years of service and is now the executive director of Lincoln County Dental and the program director of the Addiction Outreach Program of the Boothbay Region Community Resource Council.

Stover was born and raised in Boothbay and attended local public schools. She’s currently serving her first term in the Maine House, representing Boothbay, Boothbay Harbor, Edgecomb, Southport, Westport Island and part of South Bristol.


Aquilino Alamo

Dr. Aquilino Alamo, MD

Dr. Alamo is an internal medicine specialist in Boothbay Harbor, ME and has over 30 years of experience in the medical field. He graduated from U Santo Tomas Medical School in 1990 and completed an internship and residency in internal medicine at the Bronx-Lebanon Hospital Center in New York. He’s been with MaineHealth Lincoln Hospital since 2013 and has played a leadership role in addressing opioid use disorder in Lincoln County.


Samira Hasan

Samira M Hasan, DO

Dr. Hasan has been with MaineHealth Lincoln Hospital since 2015 and is a board-certified surgeon. She earned her DO at the Kansas City University of Medicine and Bioscience and was a general surgery resident at the Philadelphia College of Osteopathic Medicine.

Dr. Hasan also completed a Fellowship at St. Vincent Hospitals and Health Services in 2012. Along with her affiliation with MaineHealth Lincoln Hospital, she’s also affiliated with the MaineHealth Accountable Care Organization and MaineHealth Cancer Care.
